If we add the email in whitelist, the user can can get the otp through mail whenever he doesn't have mobile signal.

This is an important feature to have but the only downside is if the user does not have an alternative connection to receive email it would be difficult for them to authenticate. The use case for this may need a look at. though not a bad feature.
