This method assumes that the customers will eventually have signal and or access to email (for email OTP method).
So I envisage this working as follows:
Customer enters their number for registration as usual.
Instead of requiring the OTP immediately the customer can click “haven’t received yet” at which point the customer is given access for a set period of time ala the delay. Presumably once there is mobile signal, they will get the OTP.
After the period of time the customer is prompted to enter in the OTP at which point they can re-enter their number. They will have to enter in their voucher code again to allow the number change if it was entered in incorrectly.
